How the responsibility usually works

Where a licensed and insured mover causes the damage, their general liability insurance is what responds, which is precisely why associations ask for the certificate before granting access.
Where the work was done by casual labour, a friend with a truck or an unlicensed operator, that cover may not exist, and the association will still look to you.
That is the practical difference between hiring properly and hiring cheaply, and it shows up here rather than in the price.
What to do beforehand
Get the certificate of insurance sorted early, since processing is slow.
Ask the association about a moving deposit, and about the procedure if something is damaged, so you are not learning it under pressure.
Tell us what the approach is like: gate dimensions, a tight turn, a narrow street, overhead obstructions. If a full-size truck is a poor fit, a smaller one and two trips is cheaper than a gate arm.
Photograph the approach and any pre-existing damage before the day. Kerbs get chipped by many vehicles, and a dated photograph establishes what was already there.
On the day
Nothing blocking a fire lane, a hydrant or a mailbox cluster. Raise anything that happens immediately rather than afterwards.
