How weighing actually works
The truck is weighed empty, which is the tare weight, and again once your shipment is loaded, which is the gross weight. The difference is your net weight, and that is what the price is based on.
Weighing is done on certified public scales, and each weighing produces a ticket showing the date, the location, the vehicle and the figure.
Where a truck carries several households, the sequence of weighings establishes each shipment.
What you are entitled to
On an interstate move, you are entitled to see the weight tickets that support the charge. Ask for copies rather than a summary.
You are also generally entitled to request a reweigh if you believe the figure is wrong. That right has conditions and timing attached, so ask about it before delivery rather than afterwards.
Get the tickets and keep them with the estimate, the bill of lading and the inventory in one folder that travels with you.
Why a shipment weighs more than estimated
Usually not fraud. Usually the garage.
Estimates are built on what somebody saw or was told. If the garage was not shown, if the loft was forgotten, or if things were added after the survey, the actual weight is higher and on a non-binding estimate the price follows.
Which is why the honest thing at survey stage is to show everything, and why a binding quote only binds against the inventory it described.
What to do
Be complete at the survey. The garage, the shed, the loft, everything.
Tell the company about changes before the day. Something bought, something no longer going.
Ask which estimate type you have, since a binding one removes this whole question.
Ask for the tickets if the price is weight-based, and ask before delivery how a reweigh would work.
Reduce the weight. The most effective step by a distance. Every pound travels the full distance and you pay for it.
